Northern Railway invites online applications from eligible Indian citizens for recruitment against Scouts & Guides Quota for the year 2025-26. This recruitment covers posts under Level 1 and Level 2 of the 7th Central Pay Commission (CPC) pay matrix. Candidates from all categories including General, SC, ST, OBC, Ex-Servicemen, and Persons with Disabilities (PWD) are eligible to apply, with age relaxations applicable as per category rules.
Applicants meeting the eligibility criteria can apply separately for Level 1 and Level 2 posts by submitting separate applications and examination fees. Written examinations will be conducted separately for each level, most likely on the same day in two shifts.

Application Fees
- For General and OBC candidates: ₹500 (non-refundable)
- For SC, ST, Women, Minorities, and Economically Backward Classes: ₹250 (non-refundable)
The fee must be paid online only. Refund of the examination fee is allowed only for SC/ST, women, minorities, and Economically Backward Classes candidates if they appear in the written exam. Candidates are advised to pay the fee from their own accounts for smooth refund processing.
Eligibility Criteria
Educational Qualification
Level 2 Posts:
- Passed 10+2 or equivalent with at least 50% aggregate marks from a recognized board.
- SC/ST/Ex-Servicemen and candidates with qualifications higher than intermediate (like graduation or post-graduation) are exempt from the 50% marks requirement.
- For technical posts, minimum qualification is matriculation plus ITI or equivalent recognized apprenticeship training.
Level 1 Posts:
- Passed 10th standard or equivalent.
- Must hold a National Apprenticeship Certificate (NAC) from NCVT or equivalent ITI certificate or completed apprenticeship training.
Scouting Qualification
- Must be a President Scout/Guide/Rover/Ranger or Himalaya Wood Badge (HWB) holder.
- Must have been an active member of a Scouts organization for the last five years with a certificate of activeness.
- Must have participated in at least two national-level or all-Indian Railways level events and two state-level events.
- Certificates must be issued by competent authorities; mere participation is not sufficient.

Additional Age Relaxations
- Ex-Servicemen: Length of service plus 3 years
- PWD: UR – 10 years; OBC – 13 years; SC/ST – 15 years
- Candidates domiciled in Jammu & Kashmir (1980-1989): 5 years
- Serving railway staff in Group C or erstwhile Group D with 3+ years service: 5 years or length of service, whichever is less
- Widowed/divorced women not remarried: Up to 35-40 years depending on category
- Apprenticeship candidates receive relaxation equal to the length of their apprenticeship training
Salary Structure
- Level 2 posts are under Group ‘C’ with pay scale as per Level 2 of the 7th CPC Pay Matrix.
- Level 1 posts correspond to Group ‘D’ posts with pay as per Level 1 of the 7th CPC Pay Matrix.
- Salaries will be as per the pay rules of the Indian Railways (RS(RP) rules, 2016) along with usual allowances and benefits.
Selection Process
- Separate online written examinations will be conducted for Level 1 and Level 2 posts.
- Candidates must fulfill eligibility and submit applications separately for each level if applying for both.
- The exam will assess general awareness, aptitude, technical knowledge (where applicable), and scouting-related awareness.
- Only candidates who qualify in the written exam will proceed to further stages such as document verification and medical examination.
